Keychain Access Preference tabs missing

As can be seen from the Screenshot - I have only two items in my Keychain Access > Preferences; is this normal? I have no "General" or other tab/pane to select from?

I've had virtually nothing to do with Keychain Access up until now, but have recently decided to find out what it is all about. I use multiple logins on my MacBook Pro [mid 2015], MacOS 10.13.1 and I don't save any passwords in keychains. However, I also use FileVault so I'm pretty sure my passwords are being stored there anyway. Additionally, I have a printer that has required that I store the printer's certificate on each user account [login] Keychain before that account can use the printer - this certificate has been put in Keychain Access. I don't use iCloud [which I find is often the cause of many of my problems]. So with the above exceptions Keychain Access should be pretty clean. My OS has been cleanly installed a few weeks ago and it appears to be functioning normally. I can create a new test keychain, store a test Password item and Secure Note in it OK, and delete them all. I haven't tried to create a certificate or Certification Authority or process any other Certificate Assistant tasks yet. I was greatly impressed with the "Gold mine" of certificate related terms scattered throughout Certificate Assistant in the various "Learn More" buttons. Anyway, can anyone tell me if my Keychain Accesss > Preferences is normal and if not suggest a possible cause? Thanks.
