I'm literally pulling my hair out because I can't find the Recently Deleted folder. I've looked through a bunch of material, and still haven't found the answer. In the Photos app, it is not coming up under "Files," nor is it listed under the sidebar. Where is the Recently Deleted folder?!
The recently deleted album only shows when it has photos in it - when it is empty it does not display. what version of Photos do you have? In the current version it is in the sidebars as the last entry under library just above shared if it has any photos in it

How did you delete the photos? If you used the delete key ⌫ while viewing photos in albums you may just have removed photos from the albums, but not deleted them from the library. If you want to be sure, that a photo gets deleted and moved to Recently Deleted, use the key combination command-delete: ⌘⌫ .
Then the Recently Deleted album will appear in your list of albums.
