Only a narrow window of iMac sub-models could do target display mode and that was never other than Mac-to-Mac. Yours is too new to allow TDM. Apple reference here:

Maybe if you get a HDMI to Thunderbolt converter and follow the steps listed in the following article:

Adaptors:
Belkin 4K Mini DisplayPort to HDMI Adapter - Apple
Mini DisplayPort to VGA Adapter - Apple -VGA shouldn't be supported though.
However, I did read that since the introduction of thunderbolt on the 2011 iMac, a thunderbolt Mac is needed to use this feature.
