Difficult to say what you should do without any information about the problem. What happens when you try to 'topup', and do you mean do an in-app purchase ? If you are getting an error message what does it say ?
Have you done as instructed and contacted iTunes Support ? These are user forums, not iTunes Support, nobody on here can help you.
