I'm trying to restore an iPad
Hi Guys,
I'm trying to restore an iPad which belonged to my elderly neighbours wife who recently passed away.
The old bloke has no idea what the passcode is and what the Apple ID is.
Can anyone help me out with this?

Hello, it is Indeed correct that you need the password of both device and Apple ID. You will therefore need to restore the device in recovery mode. See If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support. There are on this link other options. You may however need to reset the Apple ID password If you forgot your Apple ID password - Apple Support. Hope this helps!
