Time machine backup fails due to insufficient free space

Time Machine fails with the following message: "Time Machine could not create a local snapshot to back up from because there was insufficient free space on the source volume(s).". I've attempted to free up space but was only able to increase the purgeable space, which seems to be ignored by Time Machine when attempting to create the snapshot.

MacBook Pro (Retina, 13-inch, Mid 2014), iOS 11.1.2, Backup: external HDD WD My Passport
