Let's forget Snapchat.

If your camera doesn't work, read this support article:

Get help with the camera on your iPhone, iPad, or iPod touch - Apple Support

If the issue still persists, try to disable all your restrictions, restart your device, and test your camera.

If your camera still doesn't work, have your device inspected at the nearest Apple Store.

I don't use that app, but I think is similar to whatsapp.

Instead of going to restrictions... I would try to go to:

Settings, then scroll down to SnapChat, and see the setting options... (in my whatsapp I had to enable: photo, microphone, camera...)

If this doesn't help, I would contact Snapchat support team and explain your problem.
