Silence while iPhone is locked?

if your phone is on ringer , side button up, then you should get all alerts unless you have your phone in do not disturb. Simplying locking your phone doesn't mute notification.

That is found under Do not disturb. If you have do not disturb on and you are using your phone (when "while iPhone is locked) it will allow a call and sounds because you are apparently not asleep. if you selected "always" it will not ring or make noise.
