I reset a friends iphone 6se using my PC. Now her phone shows my iPhone name. I tried to change the name on her phone under settings > general > about. This was successful but her iphone 6se still shows my name where iCloud, iTunes & App Store, and Setup Family Sharing are setup. When I try to pair her phone to her car, my iPhone name shows up rather than hers.

On iPhone SE go to iCloud
make sure iCloud back up is on
Then go to settings down to reset Restore iPhone back to factory settings.
Then set back up over your wifi without using your pc
Then when you charge iPhone it will be automatically backed up to iCloud
You don't need to use your pc for backup everything can be done over your wifi.

I understand that after resetting a friends iPhone from your computer, their iPhone seems to be attached to your accounts. It sounds like their iPhone may have been restored from one of your device backups when you connected it to your computer.
If this is accurate and your friends iPhone was restored from one of your device backups, their iPhone would include all of your data.
At this point, I advise restoring the iPhone again and setting it up as a new iPhone or restoring it from an iCloud backup using your friends Apple ID (if they had a backup prior to connecting to your computer).

Was there an issue with the iPhone before it was connected to your computer? What prompted that action? Does your friend have their own Apple ID?
