icloud email won't load on pc

If I understand your question, you have an iCloud email address (it ends in @icloud.com) and you want to access your email from your PC. There are two ways to do this. The first is to go to the website www.icloud.com and sign in with your Apple ID and password. Then click on the Mail icon to access your email.
The second way is to download iCloud for Windows and enable the mail feature in that application.
