How can i fix and boot from blinking questionmark folder on my 2009 macbook

So i updated my tias macbook 2009 to El Capitan , she then gave the macbook to me and i tried erasing the harddrive but that screwed up the macbook and now i have a blinking question mark folder , todayi just replaced the hardrive and already installed it. But it still shows the question mark folder?? What do i do?? I tried all possible boot commands but still nothing

you don't have a system installed on the drive. you need to boot that computer with a compatible system either using internet recovery of some external drive. The if you can't save your data which I doubt erase the target drive and install a compatible system. This entire ordeal would take me about 25 minutes because I have everything required to recover or change things.
