It is a scam. Send the e-mail to Apple as an attachment to a new e-mail before deleting it. Apple will always address you by your name or the name they have on file for you.
Apple Support Express Lane email states I have some billing issues and requests that I have some billing issues on my profile an tells me to click on a link to resolve errors. Is this legitimate?
