what is this white bar at startup?
My computer is operating very slow and I've received no errors after running repairs on disk utility and resetting PRAM.
Does anyone know what this is?

Called a progress bar and appears under the Apple during startup.
There are many reasons why a computer may be slow. One of the primary ones is insufficient RAM installed. The computer's performance will improve with more RAM such as 8 or 16 GBs depending on what your model supports. Please read Writing an effective Apple Support Communities question.
Possible Fixes for High Sierra
You should try each, one at a time, then test to see if the problem is fixed before going on to the next.
Be sure to backup your files before proceeding if possible.
- Select Disk Utility from the Utility Menu and click on Continue button.
- When Disk Utility loads select the drive (out-dented entry) from the Device list.
- Click on the Erase icon in Disk Utility's toolbar. A panel will drop down.
- Set the Format type to Mac OS Extended (Journaled.)
- Click on the Apply button, then wait for the Done button to activate and click on it.
- Quit Disk Utility and return to the Utility Menu.
- Select Install OS X and click on the Continue button.

I've reset PRAM and ran utility repair checks. There's a video showing the white bar I'm referring to.
