Why are all of my photos blurry with an exclamation point at the bottom right?
I have an iphone 6. I pay for extra storage. I have plenty. I’ve changed back and fourth between Optomize and the other one and neither work.

I understand from your post that your photos look blurry and have an exclamation point in the lower right corner. This is usually an indication that your photos have not downloaded from iCloud when using the iCloud Photo Library and the Optimize iPhone Storage feature. Depending on how many photos you have, it can take some time to upload them to iCloud. Likewise if you wish to download your photos back to your iPhone by selecting Download and Keep Originals. Make sure you are connected to a good Wi-Fi network when you are downloading the photos, once completed you will no longer see the exclamation point on your photos.
