apple says this feature will work with iphone6s upwards only.
I checked on my 6 and the button for live photos (yellow in the image below) is missing and cannot be "switched on" on settings.
That option requires an iPhone 6S or newer.
On my iPhone 5s I am simply taking short video clips instead of Live Photos. Then I use an app to convert the video clip into a Live Photo. Into Live Pro or Live Maker are easy to use. And the resulting Live Photos can be edited like Live Photos taken with the iPhone.
another alternative is to keep on pressing the shutter button, means create serial photos.
Then you select the ones you'd like to use and edit them within imovie
