How do I bypass Apple Pay set up in iOS 11.2?

Upgraded to iOS 11.2 on iPhone 7 Plus. Multiple issues but primary is inability to decline Apple Pay set up. I do not want to use Apple Pay. I clicked "Not Now" in the initial setup, but now it is flagged in Settings and will not complete setup. When I click on the Text app, it initiates Apple Pay window with no decline option, and no way to bypass to get to texts. It's also in Reminders. I have turned off Apple Pay Cash in Settings, turned off each notification within Wallet and have turned the iPhone off multiple times - nothing is resolving this issue.
