I upgraded to High Sierra. The icon size on the tool bars are too small. I found out how to increase icon size on the main screen. However the icon size in tool bars on apps such as Mail, Safari, etc are too small.
Is there a way to increase their size?

There is presently no way to change the size of the toolbars or the icons in them. You can change the size of Dock icons and folder icons, however.
You can put anything into the Finder's toolbar, for example. Select an icon, move it slightly then press and hold down the COMMAND key and position the icon in the toolbar. You will see a large green + sign appear indicating that you can place the icon by dropping it where you want.
This doesn't work for every toolbar there is but does work for those that follow macOS programming standards. It doesn't work in Safari's toolbar or toolbars that only use their own custom additions such as Safari and Mail.
Toolbar text cannot be changed just as you cannot change the size of the icons.
Toolbar icons are not the same as Dock icons. Your solution is for Dock icons.
Go to System Preferences > Dock, then adjust the slider to the size you would like. You can also choose magnification if you so desire.

I assumed they meant dock icons, as I have yet to see an icon for Safari or Mail in the toolbar. Unless they're referring to the text in the toolbar.
