AFAIK if I set "Record/Record toggle"
clicking on the red button I should get this behavior:
If the playhead is stopped - record toggle will switch you in and out of record mode ( without starting the recording process)
Conversely even with set clicking the red button I get Logic starting the recording process (while playing)
Is it possible that you don't have the Record Enable Button not enabled manually?
There is some strange behavior in Logic (maybe a bug) that, when you select an Audio Track, is is "kind of" record-enabled without specifically pressing the Record Enable Button. The Record Enable stays gray but the "R" is now red.
You can Press the Record Button to start recording and press it again to stop recording (while staying in playback). However, pressing the Record Button again will not go back to record (the punch in-out procedure you would expect with the "Record/Record Toggle"). You have to manually press the Record Enable Button so it turns blinking red. Now in this "Real Record Enable Mode", the Punch in-out works.

Record toggle is for taking you in and out of recording without stopping the transport.
Clicking record when stopped will trigger the transport to start.
You can use the Pause button or key command to make sure that the Recording doesn't start the transport.
