There is something def going on with the servers, i keep getting asked to sign in to the iTunes store again and again. And keeps saying my icloud music library has expired. Has been working fine till this evening.
Also computer is authorized already.
Thanks, this really helped!
I was looking for answers on the Dutch site, but didn't find the answer.
I tried everything, logging iCloud in and out, download the newest version of macOS and iTunes.
When I tried to (re)authorize my Mac it finally worked and I had all of my playlists back.
I've a lot of playlists so I was afraid to lose them, thanks to your answer I still have them!
Thanks again!

To solve the problem you have to go through itunes in the account entry -> authorizations -> allow authorization
Had the same thing but fixed it by re-authorizing my computer
iTunes > Account > Authorizations > Authorize this computer...
