Missing filmstrip in live photos on the desktop

When editing a Live Photo in Photos 3 there is supposed to be a filmstrip showing so that you can pick the key frame. It's missing entirely.

iMac (21.5-inch Mid 2011), macOS High Sierra (10.13.2)
