iPhone still says iCloud Storage full

I was getting a pop up saying my iCloud storage is almost full. I added the 50gb for $1 a month plan. When I go into manage storage in iCloud, it says I am using 7 gb and I have 43 free, however, I am still receiving the pop up and when I go to delete a photo, it says delete immediate because i don’t have enough iCloud storage to delete in into recently deleted . I am aware that iPhone and iCloud storage are different and the pop up definitely says iCloud storage. I have tried a soft reset. Any idea what could be causing this?
