Could not load Sound preference pane.

I'm having a lot of issues with High Sierra. I'd like to roll it back but Im not sure that's an option. Anyway, right now and getting no sound at all. When I go to system presences and try to look at sound preferences, I see "Could not load Sound preference pane."

I'd like to fix that first but if it helps you at all, the app store always "quits unexpectedly" - same with quicktime. I can't open iTunes.

Any ideas?

Hello and welcome to Apple Support Communities, Josh_Ratliff.
If I understand your post correctly, you aren't able to launch iTunes, use the App Store or Quicktime, or open sound preferences. I'd like to help.
Do you continue to have these issues if you start in safe mode? Use safe mode to isolate issues with your Mac
If it still happens in safe mode, try a test user account: How to test an issue in another user account on your Mac
Let us know if that resolves the issues you're having.
Thanks for using the Apple Support Communities. Take care.
