Macbook Pro Sierra 10.13.1
Trying to open a spreadsheet file for numbers. It says "can't opened right now. Then it gives me the option to restore it from an older version. Well, there is no older version.
What happened?
I closed the file and chose not to save it but instead I said to revert changes. At that point it had a hickup.

It appears the file was corrupted at some point.
If you saved it immediately after opening it as a New file, and had Time machine running, then there should be several earlier versions in your Time Machine file. MacOS automatically updates a saved file at 10-15 second intervals if there have been changes in that time.
When you choose to Revert, the system removes all changes made during the current session, but does not change any versions saved previously.
If you have not set up Time Machine, and do not have any other backup system in place, it's likely the only copy of the file is damaged and will remain inaccessible. Consider it an object lesson—one that comes to all of us sooner or later—and set up Time Machine (or a different backup system). Hiccups happen.

This same thing happened to another file for numbers just a few hours later. Time machine has a too old of a version. When Numbers gave me the option to rebuild from an older version, there were none. Odd.

Possibly. I haven't been paying much attention to this issue, as I haven't done the Sierra/High Sierra update, but I do recall there have been other, similar questions here recently.
Try a search using Numbers and revert as search terms. If it is common, and there hasn't been a solution presented, it may be time to Provide Numbers Feedback (using that item in the Numbers menu) to do a bug report. You'll need to be able to describe the circumstances under which the 'bug' shows itself. Apple is unlikely to contact you unless they need further information, but a bug report is still valuable in indicating a widespread issue that needs attention.
