Control panel moved up on iPad and is blocking my view.
How can I reposition the control panel to the bottom of the screen. It has moved to 2/3 down the screen

Hi. You need to restart the iPad. Power off, not just sleep. That should help for a while.
By the way, that control panel is called the Dock.
