My App Store symbol is not on my iPhone 6s

I see it when I send a text. When I go to visit store so I can download my Uber app (which is also not with my apps) I visit store type in Uber, it doesn’t register. It shows me apps that are in a foreign language. But when I go try to change the country setting, it doesn’t allow me cuz it’s saying I have 66 cents on account. I’ve been having problems with my phone. I called t mobile I called Apple and I called Google. It’s frustrating. Thx Danny Fraijo
