I have NO "Apple Pay cash card" in my wallet.

I have an iPhone 6s. I have upgraded to iOS 11.2. I have double authentication on. I opened settings->wallet & Apple Pay and saw no options to turn on "Apple Pay cash". In summary, I have no "Apple Pay cash card" in my wallet.
