Unable to switch to Russian keyboard layout

I'm working on a Macbook Air (11 inch, early 2014). Recently upgraded to High Sierra 10.13.2. I'm now unable to switch to the Russian keyboard layout to enter text. The keyboard layout indicator shows "Russian" but when I type, English characters appear on the screen.

The only layout I can change to is Japanese (this laptop was bought in Japan, and has a Japanese physical key layout).

Things I've already tried:

- Layouts other than Russian (e.g. Ukrainian, German) - they also do not work.

- Creating a new user: the problem is still there

- Rebooting

- Resetting the SMC

Any ideas?

I have the same issue and with U.S. version of Macbook Pro. After experimenting with it for a bit, I found that the problem is not with the Russian layout, but with switching from Hiragana (or Pinyin as you can see here) to Russian (and some other languages). So, a workaround is to add the U.S. input source and switch between U.S. and Russian or U.S. and Hiragana. In other words, if you avoid a direct switch from Hiragana to Russian, the Russian layout works.
