Macbook mid 2011 air, 13 inch. It should boot in under 20 seconds::: but after I uninstalled K9 Web Protection it acted weird on restart.
The brightness buttons don't work, and when I login the screen flashes white bars and using safari is weird as well-the screen flashes. Booting takes 40 seconds. It goes fast to the middle of the apple logo but inches along afterwards.
Pram, Smc and Safe boot all don't work. Is it broken?

You stated that after trying to uninstall K9 it acted weird. So the problem seems to be something about the uninstall that caused it?
It certainly sounds related to the uninstall. I'm not familiar with that software but I'd get in touch with the developer for advice.
Did you follow the developer's instructions to uninstall?
What i want is to fix my mac, not uninstall it.
Yes. I uninstalled it. It told me to restart. When I did, it was very slow booting up and then the screen was flashing white bars and the brightness buttons did not work.
