In whatever writing program you are using, go to its menus and change the page size. If the app supports legal size, you can change it, if not, you cannot. For example, iOS Pages app from Apple only supports US letter size and A4 so you cannot create a legal size document in Pages. However, MS Word for iOS does support legal size (under the Layout menu).
