Try resetting its password (and then logging out and back in everywhere) : If your Apple ID has been locked - Apple Support
If that doesn't fix it contact iTunes Support and see if they can/will re-enable it : https://www.apple.com/emea/support/itunes/contact.html
If your Apple ID is locked or disabled - Apple Support
Essentially, change your password. If you can sign into appleid.apple.com but cannot download or update apps or songs then you'll need to speak to iTunes because it's probably a billing issue.
