How to gets contacts that weren’t originally backed up In iCloud

I backed my husband’s phone to iCloud because he upgraded from a 6 to an 8. When I did the restore a lot of his contacts were missing. I looked at his old phone in the backup section and his contacts were toggled off. Can I put his SIM card back in his old phone , toggle the contacts on, do a backup then move the SIM card to the new phone and do a restore and the contacts will appear? Or is there another way to do it so that I can get his contacts back? They are still in his old phone. Thanks

The iPhone doesn't store contacts on a SIM card. It can import contacts that were stored on a SIM by another (non-Apple) phone. See: Import contacts from your SIM card to your iPhone - Apple Support

If he still has the old phone, he can sync all of the contacts via iCloud. Simply turn on Settings > [username] > iCloud > Contacts and they will sync to iCloud. Then turn on the same setting in the new phone and they will automatically sync to it.

Once I turn on contacts on the old phone, do I need to do a backup? I tried Toggling it to ‘on’ on the old one and it asked me something about merging contacts with local contacts. I did. Then I went to new phone, the ‘contacts ‘ was already toggled on, but the contacts are not there. Do I need to do a back up again on the old phone now that the contacts are toggled ‘on’? Or what do I do now? When I did mine from my 6 to 8 yesterday, everything went smooth. Could it possibly be related to his work and some type of security that he needs to go through his tech support at work? T
