Lost an iPhone and can't reset security question

Hi,

I need help on how to reset my security questions. I've tried to reset the security question following the steps were given but it keeps showing

"Cannot Reset Security Questions

We don't have sufficient information to reset your security questions."

I've lost my phone and want to track it but because of this problem, I can't find my iPhone using the app. I hope anyone can help me with this problem.
