iphone 5s with version 11.2 . About a month ago I noticed texts to non apple phones did not go through. Apple imessage works fine with iphone users. I have re-started and reset network settings. I still have a problem.

It,s your network provider that runs the SMS messages contact them.
You may need a simcard update / new simcard.

Make sure that you have your number as the default to start new conversation on your device. Settings > Messages > Send & Receive, under start new conversations, make sure your number is the selected choice. Sometimes after updates and what not that setting gets messed up. Otherwise you are sending messages from your Apple ID or previous emails, which is not a recognized sender by carriers.
That's for iMessage related issues. SMS is handled by the carrier not iMessage. Settings > Messages will not resolve this issue.
Go to Settings > General > About - if needed, your phone will prompt you automatically for a carrier software update. This could potentially fix your issue.
