How do i enable my iCloud when it has been locked. I am unable to update apps and add them. I have changed password etc . I’m very frustrated should i get a new iCloud?

Is changing its password all that you've done ? Whenever you change a password you also need to do : What to do after you change your Apple ID email address or password - Apple Support
If that doesn't fix it contact iTunes Support and see if they can/will re-enable it : https://www.apple.com/emea/support/itunes/contact.html
