Can an iwatch connect directly with a WiFi emergency call (911) without a paired iphone?
Has anyone used an iwatch to send a 911 call over their home wifi network if they don't have an iphone

No - Apple Watch cannot be used for any functions at all if the user does not also have an iPhone.
A compatible model of iPhone is required in order to pair, set up and use Apple Watch, including to manage it over time:
- Apple Watch Series 3 (GPS + Cellular) requires an iPhone 6 or newer with the latest version of iOS.
- Apple Watch Series 3 (GPS) and all other Apple Watch models require an iPhone 5s or newer with the latest version of iOS.
Apple Watch cannot be set up on a standalone basis or paired with any other device from Apple or any other manufacturer.
