I would like to use Photos to make a Photo Book and have it shipped by Apple to Colombia. Will they do that?

Another 3rd party vendor that might allow shipping to Colombia is PrestoPhoto. It can print and bind books from the PDF file that is created by Photos. Several users have tried them and reported favorably on the resulting books.
In Photos on High Sierra you can use Photo Project Extensions to create books. You may check the extensions, if the third party providers will ship to Colombia. I have not tested them, however. See this link: Photos project extensions are here
But frankly, if you want to send a book as a present, I would want to inspect it and check the print quality, before having it delivered.
