Bought more iCloud storage photos app still says iCloud storage is full

I bought more iCloud storage for my photos on my Mac since I ran it, but in the photos app it still says iCloud storage is full and there's still 418 items to upload. Any way to fix this?

Have you shut down your Mac and rebootd since the burchase?

Yes, I shut my Mac down and then opened it again and still get a popup message that says iCloud storage full
