I am thinking of getting a Samsung 28" 4k Ultra HD monitor for my wife for her pc.

Can I use my mac laptop with that monitor? Or will I need an adaptor to use that monitor?

That will depend on what your laptop uses for Video out ports and what ports are available on the monitor.
