Creating new tags is causing Finder to stop responding. How can I stop this?

iMac 27inch (mid 2011) 3.4GHz Intel Core i7, 8Gb RAM, OS X 10.11.6

For the last few days, when I create a new tag, Finder stops responding and the beach ball spins until I click on the Finder icon in the dock, highlight relaunch and click to restart Finder.

I have deleted the com.apple.finder.plist file in user /Library/Preferences. I have also deleted com.apple.finder the user /Library/Caches folder.

What can I do to stop this? I have over 400 tags and need to create many more.
