I see a charging screen but it won’t charge, iPhone 5 or 5s
it’s not the charger or the plug. It recognizes the charger but won’t charge or turn on any more than the charging scree. I tried a hard restart but it still shows the charging screen

If you attempted a hard reset but were not able to get past the charge icon then it may just be that the battery has finally failed and you may be due to replace the device. If you are sure your charger and lightning cables are working. Plug to an outlet for about an hour or so, if that doesn't charge the battery.... there's aways the apple retail store you can visit.

Turn iPhone off Make sure your pc is running the latest iTunes 12.7.2
Connect lead to USB on your pc Press just the power button down on iPhone don't let go Connect lead to iPhone keep power button pressed down until pc sees iPhone Then wait for restore you may need to do this more than once Before it works.
