Why won't purchased ringtones show up.

I bought ringtones A & B though my iPhone and ringtone C through my iPad on the same day. On both devices I tapped Download All Purchased Tones under Sounds. On the iPhone only A & B show up while on the iPad only B & C show up. I have tapped Download All Purchased Tones many times on both devices. The wheel spins but nothing changes. I have even gone back into the store and 'bought' the tones again, and that is how I got B tone on the iPad when it told me that I had already purchased it and asked if I wanted to downloaded it again. All three tones show up under purchases under my Apple ID on both the iPad and the iPhone. Both devices are running iOS 11; the iPad is an Air 1 and the iPhone is a 6S. What am I doing wrong?
