deleting individual photos from time machine
Is it possible to delete individual photos from a time machine backup even if the photos you are deleting from the backup are already deleted from the Photos app?

While perhaps technically possible, it would not be wise. I would not dig in the Time Machine database folders and risk data loss for other folders.
It seems you might want to remove all possible "copies" of some photos. Removing all backups would certainly do this and more.
