How to transfer old backup on windows to i cloud

I just bought a new macbook which is now synchronized with my iphone. Cleaned and organized my icloud account. I’ve got old backups on my windows computer of my same iphone that i had backed up in order to clear some space off my phone. I did not use icloud back then as i didnt want to fill up the limited icloud space i had. Is it possible to transfer my old backups from my windows pc to icloud? Like only the photos and videos are the ones i care for. Thank you
