i just set up my new iphone 8 but my old phone is the one recieving the notifications. how do i get my new one running?

If you go to your settings, update your trusted number under Accounts and Passwords in settings.

Another place to update this is on your account page. Sign into appleid.apple.com and you can update your trusted phone # there.
