pics were deleted

PLEASE DO NOT RESPOND IF YOU ARE NOT GOING TO ANSWER MY QUESTION DIRECTLY AND WITH A HELPFUL ANSWER, I have 2 iCloud accounts, the one I used to use mainly was disabled for security reasons so I made a new account and logged out of my old one and signed into the new account, I tried to click the merge button so all my photos could be on the phone but when I went to my photos about 700 pics were deleted, and then I kept receiving a problem when I tried to send my photo through messages it said something about an iCloud problem so I attempted to log out of my new account and return to the old one to see if I could send the pictures and now all of my photos are gone, how do I get them back
