I want to copy photos from my iPhone 6 to my Windows 7 PC. The PC can only see 84 of 508 photos. This has never been a problem before. Why can't my PC see all of my iPhone photos and how can I fix this?

Are your photos on your iPhone or you've synced them to iCloud, using iCloud Photo Library?
