I use iCloud on my iPhone, iPad and MacBook. My phone and iPad have photos that are not on my MacBook.

Which iCloud service are you using? My Photo Stream or iCloud Photo Library?

Which version of iOS is on your iPhone and iPad?

And which version of MacOS X on your Mac?

Can you see all photos and videos in the iCloud web interface at www.icloud.com in the Photos.app?

The iPhone and iPad can't be using OS X 10.11.6. IOS 11 perhaps?

Try going to System Preferences/iCloud and stop syncing by unchecking the box. Wait a couple of minutes, then check syncing.

Last resort - have you tried signing out of iCloud and then sign back in?

Both photo stream and icloud library are on.

OS X 10.11.6 on phone and ipad

OS X 10.11.6 el capitan on mac

Yes, all photos and videos are on the web interface
