Cellular preference missing

I've discovered that my Cellular preference is missing in Preferences on my iPad Pro after the latest iOS update. I'm referring to the Cellular preference option that is normally listed right below Bluetooth in preferences.


I have tried restarting the iPad and resetting the network preferences. Before I do a factory reset I thought I would check here to see if anyone else has experienced this and knows a direct fix. I can find no mention of this problem in the community or on the Internet.

Update - After doing an erase content and settings, the Cellular preference returned.
