Mamun, this may sound silly but is it possible you’re in Safari>Private? When in Safari, to the right of the URL bar are three symbols: A box with an arrow pointing up, a + sign and a square overlaping another square. Press the overlaping square symbol and you’ll see all of your Safari windows in miniature.

On the upper right you’ll see: “Private”, “a + sign” and “Done” without the quotation marks. Press the “Private” and see what happens. It won’t address the issue of “moving” but it may act to remove the black border. BTW, you can easily undo the “Private” by again pressing the overlaping squares and selecting “Private”.
