update to macOS High Sierra 10.13.2 show symbol disallow (error)

hi everyone I have updated to macOS High Sierra 10.13.2 on macbookpro (about2013) it had finished and the restarted but it show Apple to loading and then symbol disallow (error) .How can I do ? what is the happen? I can not go to desktop.I try to reinstall OSx then it said "you cant upgrade this version of OS X because a newer version is installed" (my version OSX EI Capital)
